Consider and take action on a resolution authorizing a construction contract with Lucas Construction Company, Inc. for the Historic District Drainage Improvements (DR2203) in an amount not to exceed $1,768,234, and authorizing a Work Change Directive budget of $176,823, for a total construction budget not to exceed $1,945,057 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of a construction contract to Lucas Construction Company, Inc. for the Historic District Drainage Improvements (DR2203) in an amount not to exceed $1,768,234, and authorize a Work Change Directive budget of $176,823, for a total construction budget not to exceed $1,945,057.
A 2023 Drainage Study identified the flood prone areas along Wisconsin Ave. north of FM 518, can benefit from installation of an underground stormwater system to improve drainage. The final design, completed in 2024, proposed installation of series of area inlets with associated 24-inch & 36-inch pipes, and 5’x2’ and 7’x3’ storm boxes underneath the existing roadside ditches on Wisconsin Ave, Third & Fourth Streets to reduce flood risk.
Six (6) sealed bids were received on February 4, 2025 (Bid No.25-CIP-001). Based on City’s A+B bidding method and bids and contract times received, Aranda Brothers Construction Co., Inc. submitted the lowest base bid plus extra work items in the amount of $1,706,003, and 210 calendar days. However, the Engineer of Record for the project found Aranda Brothers’ bid unbalanced and therefore not a responsive bid. Bid was found to be front-loaded and unit prices for certain bid items were extremely high or low, thus making it an unbalanced bid. Staff and Gauge Engineering recommend awarding the project to Lucas Construction Company, Inc., which is the lowest responsive bidder at a bid of $1,768,234 and 240 calendar days to reach final completion from notice to proceed.
