Background:
Approval of this item will authorize a three year agreement with the University of Texas Medical Branch for medical director services for an amount not to exceed $135,000, starting in FY2025 and ending in FY2027.


Section 773.007 of the Texas Health and Safety Code mandates that advanced life support treatments be provided under the supervision of a licensed physician. In accordance with this requirement, Request for Qualifications (RFQ) No. 23-009 for Medical Director Services was issued to the public on January 24, 2023. The purpose of the solicitation was to identify a qualified medical director for the Fire Department. The qualifications were submitted and opened on February 14, 2023, at 10:00 AM CST. Following a thorough review, the contract was awarded to Dr. Matthew M. Talbott, DO, of the University of Texas Medical Branch (UTMB).

Dr. Talbott has demonstrated outstanding leadership in overseeing the medical practices within the department. Under his supervision, the department successfully completed a comprehensive medical protocol audit, aligning current practices with established standards of care and identifying key areas for improvement. Dr. Talbott, alongside his associate Medical Directors, played a pivotal role in the implementation of updated treatment procedures and provided hands-on training to ensure effective adoption. Additionally, Dr. Talbott frequently respond to 911 calls, offering immediate access to medical expertise for our citizens
