Background:
Approval of this ordinance will establish a designated "No Parking, Stopping, or Standing" zone on the west side of Campbell Drive, extending 350 feet north from League City Parkway (see Exhibit A for aerial).

This proposed ordinance addresses resident complaints regarding vehicles parking along the west side of Campbell Drive during school drop-off and pick-up times. This on-street parking restricts driver visibility and creates a safety hazard for pedestrians, particularly students walking to and from school.

To address these traffic and safety concerns, the proposed ordinance prohibits parking, stopping, or standing on the west side of Campbell Drive, from League City Parkway extending approximately 350 feet north, under the following parameters:

· Restricted Hours: 7:25 a.m. to 8:10 a.m. and 3:05 p.m. to 3:50 p.m.
· Applicability: School days defined by the official Clear Creek Independent School District (CCISD) instructional calendar.

The time frames align with the school speed zone hours for Florence Campbell Elementary School. Standard exemptions will apply for active emergency vehicles and public works operations; however, no private vehicles, including those of local residents, will be permitted to park, stop, or stand in the designated zone during 7:25 a.m. to 8:10 a.m. and 3:05 p.m. to 3:50 p.m. Prior to the start of this school year, signs were proactively installed that call out No Parking, Stopping, or Standing during 7:25 a.m. to 8:10 a.m. and 3:05 p.m. to 3:50 p.m. on school days, clearly delineating the zone shown in Exhibit A.
