Background:
Approval of this item will authorize an agreement with ByWater Solutions, LLC for data migration to, and installation and implementation of a new integrated library system, discovery layer, and data hosting services, for a period of three (3) years from September 23, 2026 to September 23, 2029, in an amount not to exceed $99,130 with the option to renew for one (1) additional two-year term.
On June 25, 2025, League City released Request for Proposals (RFP) 25-024 Integrated Library System (ILS) to replace the existing ILS, discovery layer, and data-hosting services. The ILS and its server store and secure large amounts of data, including patron contact information, the history of materials, acquisitions data, circulation information, and other relevant library statistics. Library operations depend on a robust ILS and library customers expect responsive and engaging discovery and account management tools through a modern discovery layer. Five (5) sealed bids were received on July 29, 2025 from ByWater Solutions, Concourse Tech Inc, Insignia Software Corporation, SirsiDynix, and The Library Corporation.
Bid tabulation based on the three-year contract term is as follows:
