Consider and take action on a resolution designating the unopened Smith Lane Right-of-Way as pedestrian access and utility access eliminating the requirement for a street in this area (Executive Director of Development Services)
Background:
The approved amendment to ordinance Chapter 125, Article V, Section 5.4.3 allows for City Council to denote unopened road right-of-way not required to meet the City’s Major Thoroughfare Plan for street connectivity but is required for neighborhood connectivity as a mixed use trail for pedestrians and bicycles as well as utility connectivity. City Council has expressed interest in using this designation for the unopened, varying width right-of-way portion of Smith Lane from FM 518 to approximately 1,675 linear feet south of FM 518.
This resolution, if approved, will modify the existing, varying width unopened right-of-way for Smith Lane to accommodate pedestrian and bicycle access and utility placement. This modification will mean that the unopened Smith Lane right-of-way will be developed with a 10’ mixed use trail with no roadway component.
Engineering Staff recommends approval of the proposed resolution.
