Background:
Approval of this resolution will authorize a construction contract with Jerdon Enterprise, L.P. for the North Kansas Avenue Kayak Launch Project (PK1910A) in an amount not to exceed $1,509,443.50, including a Work Change Directive budget of $150,944 for a total project budget not to exceed $1,660,387.50.
This project is the second kayak launch site identified in the City’s 2018 Strategic Plan, as part of the development of the Clear Creek Connections Paddle Trail.
This second kayak launch to be located on the Clear Creek, at the end of North Kansas Avenue. Project includes associated parking lot with a round-about, pedestrian handicapped accessible ramps and launch platform, signage, and trails which will have connectivity to future Kilgore Tract trail system. A grant from the Texas General Land Office's Coastal Management Program (CMP) covered a portion of the design of this facility. Grant funding for construction is available from the CMP but due to the long lead time to secure the grant, it is recommended that the project move ahead utilizing only 4B Corporation funds, as budgeted.
Three (3) sealed bids were received on March 11, 2025 (Bid No. 25-0013). Based on the City’s A+B bidding method, and bids and contract times received, Jerdon Enterprise, L.P. submitted the lowest responsible and responsive cost value base bid in amount of $1,496,433.50 plus $13,000 for an add-on alternate 1 and 210 calendar days to complete.
