Background:

Approval of this resolution will authorize an agreement with Earthworks Landscape and Maintenance, LLC, for manicured mowing, tree maintenance, and landscaping services for the TXDOT medians in an amount not to exceed $351,000 and authorize two subsequent one-year renewal options, if deemed necessary.

The City issued RFP #26-023 for landscaping services for TXDOT medians. Proposals were received on February 10, 2026, and a total of thirteen (13) sealed proposals were submitted.
An evaluation committee reviewed proposals based on the following criteria:
· Qualifications and experience
· Project methodology
· Pricing and fees
· References

The three highest rated firms were interviewed to evaluate their understanding of the scope of work and ability to perform the services.

Evaluation results:
Earthworks Landscape and Maintenance, LLC received the highest overall evaluation score of 427, ranking first among the thirteen proposals.

Scope of work:
The contract will provide landscaping maintenance for 65 TXDOT medians totaling approximately 18.5 acres, including:

Manicured Mowing:
· Every two weeks from November-February
· Weekly from March-October

Tree Maintenance:
· Tree Rings biannually
· Pruning

Landscaping Services:
· Seasonal cutbacks
· Fertilization
· Weed control
· Irrigation system maintenance

The City will assume maintenance of TXDOT medians effective April 1, 2026. A one-time up-front cost of $100,000 for irrigation repairs and replacement of damaged plants is needed to address the transition from TXDOT. Funding will be addressed in upcoming quarterly budget amendment.
