Consider and take action on a resolution authorizing an expenditure for an amount not to exceed $44,277 with Texas-New Mexico Power (TNMP) for the installation of street lighting along FM 2094 (ST2602) as part of the FY2026 Capital Improvement Program (Executive Director of Development Services)
Background:
Approval of this item will direct the City Manager to enter into an agreement with TNMP for the installation of street lighting along FM 2094.
The FM 2094 Street Lighting Project is included in the City’s adopted FY2026 Capital Improvement Program and will be completed in two phases.
The project corridor extends approximately 17,000 linear feet along FM 2094 from the intersection of FM 518/FM 270 to the City’s eastern city limits. The purpose of the project is to enhance corridor visibility and improve nighttime safety through the addition of street lighting. This corridor is served by both TNMP and CenterPoint.
Phase 1 (FY2026) consists of installing luminaires on existing utility poles within the corridor and has an adopted budget of $390,000.
Phase 2 (FY2027) will include installation of approximately 31 new standalone street light poles in areas where existing infrastructure does not support luminaire additions. Phase 2 will be brought forward separately in FY27.
Staff has coordinated with TNMP to evaluate the existing infrastructure within their service area along FM 2094 and identified 46 existing power poles where 200-watt equivalent LED luminaires can be installed. TNMP has provided an estimate of $837 per luminaire. Due to the potential need for additional transformers and material variability, Staff recommends a 15% contingency be applied to the unit cost, resulting in an adjusted unit price of approximately $963 per luminaire.
