Consider and take action on a resolution authorizing an agreement with Paradigm Traffic Systems, Inc. for the purchase of 18 School Flasher Assemblies through BuyBoard Contract #695-23 in an amount not to exceed $141,426 (Director of Public Works)

Background:
Approval of this item will authorize an agreement with Paradigm Traffic Systems, Inc. for the purchase of 18 School Flasher Assemblies through BuyBoard Contract #695-23 in an amount not to exceed $141,426 for CIP project ST2405, School Zone Safety Improvements.

These school zone flasher assemblies are an updated version of the devices currently installed. The existing equipment due for replacement has been in service for over 15 years. This equipment will provide updates to the aesthetics, functionality, and system compatibility with existing school zone flasher hardware and software. This project is part of an ongoing effort to bring all school zone flashers up to current standards as per the Manual on Uniform Traffic Control Devices (MUTCD) and League City standards which gives all school zone flashers a consistent look in the community. This standardization also helps staff better maintain and repair items in which parts are kept in stock. Staff is trained to troubleshoot repairs which decreases downtime of equipment and repairs made in-house. The school zone flasher clocks are equipped with cell modems in which programming can be performed remotely and flasher status sent to the software program WAZE for use by both city staff and the traveling public. When traveling through an active school zone drivers are updated to school zone flasher status through the WAZE GPS program. Equipment will be installed through contract and city forces. School zone flashers will be installed for the following school zones: Bay Area Christian Academy, Clear Springs High School, Creekside Intermediate, Ross Elementary, Clear Creek High School, Clear Creek Intermediate, and Hyde Elementary.
