Title

Background:
A public hearing is required to consider the proposed amendments to the Unified Development Code (UDC).
Project Timeline
June 8, 2026 - Notice of the public hearing was published on the City’s website, City Hall, and the Newspaper.
June 25, 2026 - The Planning and Zoning Commission held a public hearing and recommended approval of the request.
July 1, 2026 - Permitting of mobile food vendors is taken over by the State of Texas.
July 14, 2026 - City Council is scheduled to conduct a public hearing and consider the request on first reading.
July 28, 2026 - If approved on first reading, City Council will consider the second reading of the request.
Project Summary:
The proposed text amendment updates Section 3.14.17 of the Unified Development Code regarding mobile food vendors. The amendment is necessary to align the City’s regulations with House Bill 2844, which transfers permitting authority for mobile food vendors to the State of Texas effective July 1, 2026.
The amendment retains the City’s zoning regulations limiting mobile food vendor operations to food truck parks and approved special events while maintaining standards related to public safety, parking, noise, and event duration. The amendment removes the requirement for a City-issued mobile food vendor permit that is no longer permitted under state law.
On June 25, 2026, the Planning and Zoning Commission held a public hearing where nobody spoke. The Planning and Zoning Commission recommended approval of the request by a vote of 4-0-0.
