Consider and take action on a resolution rejecting all bids received for Bid No. 26-013 South Shore Blvd and Brittany Bay Water Plants - Chemical Feed Additions project WT1802E (Executive Director of Capital Projects)
Background:
Approval of this resolution will reject the single bid received from Wameco Construction, LLC for the construction contract related to the South Shore & Brittany Bay Water Plants - Chemical Feed Additions project WT1802E (Bid No. 26-013) with base bid amount of $2,133,750.
This project consisted of constructing a CMU chemical feed facility at each elevated storage tank plant site to include chemical supply tanks, piping, pumps, meters, electrical and instrumentation, together with all related subsidiary and incidental components.
Despite ample construction documents downloads by the general contractors (13), City only received one (1) bid on February 18, 2026 (Bid No. 26-013) from Wameco Construction, LLC for $2,133,750. In closer look at the bid, five (5) bid items were found to be significantly higher than Engineer’s estimate. These bid items appear to potentially reflect a lack of understanding of bid items in question.
Therefore, due to the receipt of only one bid, lack of competitive bids to consider, and amount being significantly higher than Engineer’s estimate, City Staff and the design Engineer recommend rejecting the single bid received. Staff will use this opportunity to visit with potential contractors, clarify contract documents, and rebid project in near future.
