Background:
Approval of this item will allow the City to execute pre-positioned disaster contracts with SLSCO LTD, DIRKS Companies LLC, and Garner Environmental Services Inc. for disaster logistics services. During disasters, the City frequently must rent or purchase supplies and equipment, such as generators, pumps, and pipes. In major disasters, the City may also need large feeding/sleeping/medical tents, bathroom/shower trailers, additional MREs and water, heavy equipment and other supplies to support emergency operations. In the case of a disaster activation, the authorized provider would be issued a Notice to Proceed that would include the event cap on spending based on the scope of the disaster.

The City currently maintains contracts with Garner Environmental Services and SLSCO LTD for these services which will expire on September 14, 2026. In order to shift the contract renewal dates out of hurricane season, the new contracts will be for a term of two years and five months with three authorized but optional one-year renewals. The new contracts will start on September 1, 2026, and expire January 31, 2029. Subsequent one-year renewals, if deemed necessary, would start on February 1 and end on the following January 31. The renewals shall have no more than a 3% price escalation per renewal.
