Consider and take action on a resolution approving the Program Year (PY) 2025 Annual Action Plan related to the Community Development Block Grant Program (Director of Finance)

Background:
Council approval of the PY 2025 Annual Action Plan will authorize the City to submit the plan to the Department of Housing and Urban Development (HUD).

Timeline:
March 13, 2025 - Held a public hearing and a pre-application workshop on the PY 2025 Annual Action Plan at the at the Johnny Arolfo Civic Center.
June 19, 2025 - Held a second public hearing on the PY 2025 Annual Action Plan at the Johnny Arolfo Civic Center.
June 20 - July 21, 2025 - Public comment period was open. No comments were received.
July 22, 2025 - City Council to consider the request to approve the PY 2025 Annual Action Plan.
August 15, 2025 - City to submit finalized PY 2025 Annual Action Plan to the Department of Housing and Urban Development (HUD).

Summary:
In October 2025, the City will receive $ 451,655 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). By law, CDBG funds must only be spent on activities that benefit low- and moderate-income persons, address slum or blight, or meet a particular urgent community development need. Additionally, the funds have certain limitations such as a maximum of 15% to be spent on public services and a maximum of 20% to be spent on administration of the program. Infrastructure and public facility activities must occur in HUD-designated target areas.

For the funds to be received, the City is required to approve an Action Plan outlining how the money will be spent by the City. This year, three public service programs applied for funding, and all were approved. No public comments have been received regarding the Annual Action Plan at this time. Staff proposes the following funding allocations for PY 2025:
