Consider and take action on ordinance establishing Article VI, entitled "Donation Bins" of Chapter 70 of the Code of Ordinances to adopt regulations governing donation bins, boxes and receptacles (Mayor Pro Tem Saunders and Councilmember Tressler)

 

Background:

Approval of this item will establish Article VI of Chapter 70 of the Code of Ordinances to regulate donation bins, donation boxes, and other receptacles within the City.

 

Reported Complaints and Concerns:

Staff has received complaints regarding unattended donation bins located in parking lots and other outdoor areas. Reported issues include:

                     overflowing donated materials;

                     illegal dumping of trash and debris;

                     lack of maintenance;

                     visual blight; and

                     uncertainty regarding ownership or responsibility for servicing the bins.

 

Proposed Ordinance Regulations

The ordinance generally:

                     restricts permanent outdoor donation bins while allowing indoor donation bins in enclosed locations;

                     allows temporary outdoor donation collection events not exceeding 72 hours; and

                     establishes maintenance and contact information requirements for donation bins.
