Background:
On January 2, 2026, the City of League City released Request for Proposal (RFP) #26-021 seeking qualified firms to provide comprehensive employee benefits consulting services, including strategic planning, benefits design support, vendor oversight, claims analysis, regulatory guidance, pharmacy consulting, benefits enrollment platform services, and stop loss marketing and advisory services.
The City provides a broad employee benefits package, including a self-funded medical plan and self-funded dental PPO plan, and requires specialized consulting services to ensure competitive plan design, regulatory compliance, cost containment, and strategic long-term planning. The RFP contemplated a two (2) year agreement with the option for two (2) one-year renewals.
Five (5) proposals were received and opened on February 2, 2026. An evaluation committee reviewed and scored proposals based on the criteria established in the RFP: Service Model and Responsiveness (30 points), Experience and Qualifications (30 points), Technical Approach and Innovation (25 points), and Cost/Fee Structure (15 points).
Based on the published evaluation criteria and scoring, HUB International Texas, Inc. was determined to be the highest scoring, most qualified, and most responsive proposer. HUB demonstrated extensive public sector benefits consulting experience, strong data analytics capabilities, pharmacy and stop loss expertise, and a comprehensive service model tailored to self-funded municipal plans.
