Background:
In Texas, cities can annex land through several methods. One method is a "consent annexation," which applies when all property owners in a proposed area request annexation. This process is governed by Subchapter C-3 of the Texas Local Government Code (Sections 43.0671 - 43.0673).
In this case, the sole property owner—BC-SB Baybrook JV LLC—has formally submitted a written petition requesting that its tract of approximately 130.9043 acres be annexed into League City.
The subject property lies entirely within League City’s Extraterritorial Jurisdiction (ETJ) and qualifies for annexation under state law. The petition has been reviewed and determined to meet all statutory requirements, including 100% landowner consent.
As required under state law, the City must hold a public hearing to allow residents, stakeholders, and other interested parties the opportunity to provide input before the City considers an annexation ordinance.
If annexed, the property would become subject to municipal zoning, land use regulations, and future eligibility for city services.
