Consider and take action on a resolution amending the Community Development Block Grant (CDBG) PY 2019 Annual Action Plan to reallocate $202,797 of CDBG-CV funds to Phase 2 of the Main Street Sidewalk Project RE2301 (Director of Planning)

Background:
Council approval of the PY 2019 Annual Action Plan amendment will authorize the City to submit the revised Action Plan to the Department of Housing and Urban Development (HUD) for approval.

Summary:
During the coronavirus pandemic, HUD allocated $640,593 CDBG-CV funds to the City of League City. Of the original funds, $424,741.58 has been expended for emergency rental and/or utility assistance for those affected by COVID. Primarily those served were people who lost their jobs or lost hours due to business closures or staff reductions, or who contracted COVID and were out of work making them unable to pay their rent and utilities. However, at this time there are very few individuals who qualify for assistance due to COVID, and those who are in need of rental and/or utility assistance can access regular CDBG funds provided by the City to Interfaith Caring Ministries.

The City is proposing to reallocate the remaining $202,797 to fund the construction of the Main Street sidewalk project, from IH-45 to the Union Pacific Railroad Tracks. This project meets the criteria established by HUD for CV funding by:
· Increasing access to outdoor space as a Low/Moderate Income Area (LMA) national objective to reduce traffic congestion/improve pedestrian space,
· Increasing social connectedness among neighborhood residents to support community revitalization planning and reduce social isolation,
· Provide safe, walkable pathways that promote social distancing,
· Provide pedestrian access to parks, amenities, schools, and a pharmacy.

The public comment period ran from February 21, 2024, through March 22, 2024. No public comments were received.
