Consider and take action on a resolution authorizing a memorandum of understanding with the Texas Department of Transportation related to the IH 45 Sound Wall Project (ST2202) (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the City Manager to sign a Memorandum of Understanding with the Texas Department of Transportation (TxDOT) related to IH 45 Sound Wall Project (ST2202). This Memorandum of Understanding explains each party’s receptibilities and limits of jurisdiction.
The installation of the sound wall project was identified in TxDOT’s IH 45 Environment Study as being beneficial to reduce the traffic noise volume and was accepted by the Clear Creek Village property owners. TxDOT will design and install the sound wall at their cost. Design currently underway. City is to acquire easements and relocate existing franchise utilities within City’s jurisdiction prior to the construction of sound wall. The proposed 14-foot sound wall is a collaborative effort between the City of League City, Galveston County, Clear Creek residents, and TxDOT.
On April 26, 2022, this project was formally added to the FY2022 Capital Budget as a Budget Amendment, in the amount of $20,000 for the land acquisition. These funds have been carried forward with the project. On June 11, 2024, the Council approved additional funding of $200,000 for the land acquisition and utility relocations for the portion of the wall outside TxDOT’s right-of-way. The Clear Creek Village Civic Association, Inc. agreed to assume all City of League City maintenance obligations of the portion of the sound wall (see attached maintenance agreement) outside of TxDOT ROW.
City has acquired all five (5) permanent easements within City’s jurisdiction and currently in process of securing the remaining three (3) temporary construction easements. City is also working with TNMP, TxDOT, and other companies on all utility lines relocations.
