Consider and take action on a resolution authorizing a construction contract with National Works, Inc. for the Sanitary Sewer Rehab - Manhole Rehabilitation Project (WW1801L) in the amount of $710,081.00 and authorizing an additional $71,008 for a Work Change Directive budget, for a total construction budget of $781,089.00 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of the construction contract to National Works, Inc. for the Sanitary Sewer Rehab - Manhole Rehabilitation Project (WW1801L), in an amount not to exceed $710,081.00 and authorizing an additional $71,008.00 for a Work Change Directive budget, for a total construction budget of $781,089.00.
The proposed manhole rehabilitation scope of work will include: rehabilitation of manholes with corrosion resistant wall liners, replacing rings and covers, rehabilitation of risers, and complete replacement of manholes that were found structurally unsound. The manholes are located in various areas in the City (see attached Project Areas Map).
In an effort to continue maximizing the our wastewater dollars invested each year, staff is proposing to rehabilitate manholes in the following areas:
1. Centerpointe Drive - 54” Trunk Main
2. Carefree Drive - 12” Gravity Main
3. Ervin St./Butler Rd. - 18” Gravity Main
4. Hewitt Street - 36” Trunk Main
5. Countryside Drive/Leafwood Circle - 24” Gravity Main
Three (3) sealed bids were received on April 15, 2026 (Bid No. 26-017). Hinterland Group, LLC failed to provide their bid in their bid package and therefore were disqualified. Based on the City’s A+B bidding method and bids and contract times received, National Works, Inc. submitted the lowest responsible and responsive cost value bid in the amount of $710,081.00 and 90 days to complete. Attached is the City’s engineering consultant’s recommendation of award with the bid tabulation.
