Background:
Approval of this item will authorize the City Manager to execute a Capital Recovery Fee Deferral Agreement for the Hope Center Sportsplex, an approximately 60,000 square foot, multi-court, and multi-sport facility for indoor youth sports, training, after school programming and community events at 1821 FM 528 in Webster, TX 77598.

Due to the amount ($460,000) of this proposed Capital Recovery Fee Deferral, City Council authorization is required before it may be approved. The proposed Capital Recovery Fee Deferral Agreement will be in accordance with the Capital Recovery Fee Deferral Policy, approved by the City Council on January 27, 2026.

The purpose of the Capital Recovery Fee Deferral Policy was to establish a program through which the City of League City could consider deferring the payment of Capital Recovery Fees for qualifying commercial projects. More specifically, the policy was designed to:

x Address market barriers by providing cash flow relief for developers undertaking high-quality commercial projects.
x Support both smaller high-quality projects and major economic development initiatives.
x Attract and retain commercial development that generates substantial tax base and quality employment.
x Enhance League City’s competitive position in the regional development market.
x Provide streamlined administrative relief for quality community-serving development.
x Support projects that elevate League City’s economy and overall quality of life.
