Title

Consider and take action on a resolution authorizing an interlocal agreement with the Harris County Flood Control District for partnership in the Lower Clear Creek and Dickinson Bayou Watershed Study (DR1908) (City Manager)

 

Background:

Approval of this resolution will authorize the execution of an interlocal agreement with the Harris County Flood Control District which would afford League City $1,250,000 in partnership funding towards the Lower Clear Creek and Dickinson Bayou Watershed Study (DR1908).

 

In the aftermath of Hurricane Harvey, Council directed staff to lead an effort to develop some alternatives to address flooding in the lower Clear Creek/Clear Lake watershed.  The City has since concluded a phase 1 study and identified project alternatives that provide meaningful benefit in both watersheds.  The next step in moving towards construction, which is likely to involve some Federal monies, is to complete a USACE approved feasibility study. This study will conclude with a federal determination decision that dictates whether USACE will recommend Congress approve construction funding.

 

The $5,000,000 study is currently being split 4 ways between League City, Galveston County, Harris County Flood Control District and City of Friendswood.  Reimbursements to City of Friendswood and League City will occur based on further study partners entering interlocal agreements.

FUNDING

{x} Revenue received will be deposited into Miscellaneous Capital Projects Fund, fund 5015, revenue account 5015-44000 (Miscellaneous Revenue). The City's portion of the agreement is budgeted in the FY2026 CIP at $1.5 million from fund 5015, Miscellaneous Capital Projects. Expenses will be charged against project DR1908 fund 5015.
