Consider and take action on a resolution authorizing an Advanced Funding Agreement (AFA) with TxDOT for construction plans associated with the State Highway 3 at State Highway 96 Intersection Improvement Project (ST2001) (Executive Director of Finance & Project Management)
Background:
Approval of this resolution will authorize TxDOT to proceed with approving construction plans associated with the State Highway 3 at State Highway 96 Intersection Improvements Project (ST2001). The Advanced Funding Agreement (AFA) in question has no financial implications and the construction phase of this project is currently funded through Galveston County Bond Funds and the City’s GO Bond as part of the “Matching Funds for Partnership” project.
The scope of work proposed at this intersection will add dedicated right and left turn lanes in each direction that does not already have one. Which includes:
• Eastbound to Northbound left turn lane with 200 ft of storage.
• Westbound to Southbound left turn lane with 200 ft of storage.
• Eastbound to Southbound right turn lane with 200 ft of storage.
• Westbound to Northbound right turn lane with 200 ft of storage.
• Northbound to Eastbound right turn lane with 200 ft of storage.
• Southbound to Westbound right turn lane with 200 ft of storage.
The design is 100% complete and the project can be let upon receipt of approval from TxDOT. Provided is a draft agreement to which the approved resolution will be attached. This resolution is required as part of the TxDOT approval. The construction cost is estimated at $900,000.
