Background:
Approval of this item will authorize the award of RFP 26-043 for stop-loss reinsurance coverage for the City’s self-funded medical and pharmacy plan for the plan year beginning October 1, 2026.
The City maintains a self-funded medical and pharmacy plan and obtains stop-loss reinsurance coverage to limit the City’s financial exposure to qualifying high-cost claims.
League City retained HUB International to provide consulting services for its health and welfare benefit plans. In coordination with Purchasing and Human Resources, HUB conducted RFP 26-043 for stop-loss reinsurance coverage. The RFP was publicly advertised and distributed to available markets, and proposals were received and evaluated through the procurement process. Responses from Optum (current provider), BCBS, and Voya are included on slide 12 of the attached HUB presentation.
The City is continuing to evaluate and negotiate the proposals received through RFP 26-043. Final terms of the award will be presented for City Council consideration as part of this item.
