Consider and take action on an ordinance amending Article V, “Vessel Residency and Nuisance Vessel Abatement,” of Chapter 70 of the Code of Ordinances to revise provisions related to live-aboard vessels, abandoned vessels, and derelict vessels (Mayor Long)
Background:
Approval of this item will update Article V, “Vessel Residency and Nuisance Vessel Abatement,” of Chapter 70 of the Code of Ordinances. This article was originally adopted by Ordinance No. 2025-57 on December 16, 2025.
Since that time, the City has reviewed how the ordinance works in practice and identified areas that would benefit from clearer language and more precise standards. The proposed amendments make targeted updates to provisions related to live-aboard vessels, abandoned vessels, and derelict vessels to improve consistency and ease of enforcement.
These changes do not alter the overall purpose of the ordinance. The City will continue to focus on protecting public health and safety, preserving water quality, and addressing nuisance conditions in marinas and waterways. The revisions are intended to make the rules easier to understand and apply for vessel owners, marina operators, and City staff.
