Consider and take action on a resolution to authorize an Interlocal Agreement between the Galveston County Municipal Utility District #82, and the City of League City for a drainage easement and long-term mowing maintenance of said easement (Executive Director of Development Services)

Background:
Approval of this item will authorize an Interlocal Agreement between the Galveston County Municipal Utility District #82 (District), and the City of League City. The agreement will allow a drainage easement to be located within the City's existing Southwest Wastewater Reclamation Facility (SWWRF) detention facility area. In exchange for said easement, the District will agree to perform general mowing of the Detention Pond (SWWRF's actual detention area included in mowing area), at the District’s expense at lease 6 times each year.

In working with Staff and consultants on the future expansions of the SWWRF, the easement has been found to not hinder the expansion of the plant or it’s expanded detention needs as the plant grows.

The total size of the drainage easement is 3.192 acres. Using Galveston County Appraisal District (GCAD) values, the land value for the SWWRF is $21,780.09/acre. Easements are typically valued at 50% of the full and cost, so in this case the easement, if purchased, would be valued at approximately $34,761. The cost to mow 1 acre is currently estimated at $75/acre. Based on the minimum of 6 mowings/year and the assumption that the mowing rate will not change, the area will be mowed approximately $1,440 each year. Given this mowing rate and assuming the rate will not increase, the District’s annual mowing costs will pay for the easement in approximately 24 years.

Given the lack of impact this easement will have on the future expansion of the SWWRF and that the District will provide long-term mowing maintenance to the easement area which will include the City’s detention area, Staff recommends approval of this Interlocal Agreement.
