Consider and take action on a resolution authorizing the Helen Hall Library Usage Policy and Library Card Fee (Mayor Long)
Background:
If approved, this item will authorize an annual Non-Galveston County Resident Fee for Library Services with an effective date of Monday, March 4, 2024. Residents of the City of League City, Galveston County residents, League City employees and their immediate families will not be imposed a fee for Helen Hall Library cards.
For the fiscal year 2023, the library had 17,096 active borrowers, of which 11,077 were League City residents and another 4,196 are residents of Galveston County. The remaining 1,823 active borrowers were from other counties (Harris County 1,447 and Brazoria County 171). If approved, the non-Galveston County reside fee for library services would be for the 1,823 active borrowers that reside in a County other than Galveston County.
As presented at the December 12, 2023 City Council work session, the estimated full cost of services, including direct, indirect, and citywide overhead for providing library services to non-residents for both materials and programming is $176 annually. A fee of $15/month ($180/annually) is recommended to also cover implementation cost (new cards, software, credit card fees).
