Consider and take action on a resolution ratifying an amendment to the agreement with OpenEdge, a Global Payments Company, for merchant credit card services; ratifying all prior expenditures made under the agreement; and authorizing continued payment for such services subject to annual budget appropriations (Finance Director)

 

Background:

 

Approval of this item will authorize an amendment to the existing agreement with OpenEdge, a Global Payments Company, for the continued provision of merchant credit card services.

 

To accept credit card payments, such as for utility bills, the City relies on a third party payment processor. In January 2024, the City selected Tyler Payments as its new vendor to replace OpenEdge.  OpenEdge did not participate in the selection process.

 

During the transition to Tyler Payments, technical issues delayed full implementation. As a result, the City continued using OpenEdge for certain services, including Utility Billing, which processes a high volume of payments.  Unlike other departments, Utility Billing does not pass credit card fees on to customers. The City absorbs those costs. So, when OpenEdge raised its credit card fees, the City's expenses increased immediately.

 

To address this, staff negotiated a lower rate with OpenEdge, even below the original pricing. Due to the urgency, the amendment was executed immediately to limit financial impact.

 

The amendment reduces costs, maintains service continuity during the transition, and minimizes disruption for residents.
