Consider and take action on a resolution authorizing a construction contract with C3 Constructors, LLC. for the Dickinson GST & Generator Project (WT1906), in the amount of $1,069,000, authorizing the expenditure of an amount not to exceed $106,900 for a work change directive budget, and authorizing a construction materials testing services contract with Terracon in an amount not to exceed $14,720 for a total construction budget of $1,190,620 (Director of Project Management/Budget)
Background:
Approval of this resolution will authorize the award of a construction contract to C3 Constructors, LLC for the construction of the Dickinson GST & Generator Project (WT1906), and authorize funds for a construction work change directive budget and a materials testing contract, for a total construction budget of $1,190,620.
This project consists of the demolition of the over 40-year-old 250,000-gallon bolted ground storage tank and replacing it with a 400,000-gallon welded steel ground storage tank with a concrete ringwall foundation. A 450kW diesel generator including an automatic transfer switch will be added for emergency power of the well operation.
Four complete bids (Bid No. 20-CIP-013) were received on October 5, 2020. A+B Bidding was utilized as the method to determine best value for the City. Adding the value of calendar days (matrix provided in the bid advertisement) to the contractor’s base bid to generate a total bid value, C3 Constructors, LLC. maintained the lowest reasonable bid amount.
