Consider and take action on a resolution approving the Second Supplement to Fourth Amended and Restated Water Supply Contract between Gulf Coast Water Authority (GCWA) and City of League City, Texas (Director of Public Works)

Background:
Approval of this item will authorize the Second Supplement to Fourth Amended and Restated Water Supply Contract between GCWA and City of League City (COLC).

The proposed agreement initiates early actions necessary to establish terms and conditions related to the City’s payment of project costs for the Preliminary Engineering Report (PER), design, and construction phases of the Southeast Water Purification Plant (SEWPP) Expansion Project. The City of Houston (COH), which manages SEWPP, has selected a design firm and anticipates completing contract negotiations within the next several months. Award of the design contract is expected in December 2025/January 2026. GCWA requires this agreement to be formalized prior to COH’s contract award.

This amendment is directly tied to the Untreated Water Reservation Contract between COH and GCWA, approved by City Council on October 8, 2019. That contract secured 20 million gallons per day (MGD) of raw water capacity, as identified in the 2018 and 2023 Long Range Water Master Plans, to ensure sustainable surface water supply for the City’s future growth through ultimate build-out. This raw water capacity provides the source supply for the upcoming 20 MGD expansion of the SEWPP. The expansion represents the next required phase in developing and delivering the City’s long-term water supply. COH anticipates initiating design activities in FY2026, with construction completion and new capacity online by 2032.
