Background:
Approval of this item will provide targeted asphalt repairs and pavement preservation for the parking lots serving City Hall, City Hall Annex, the Civic Center, and the Library. These parking lots have experienced normal wear and deterioration due to vehicle traffic, weather exposure, age, and daily public use. Cracking, pavement failures, potholes, and surface deterioration create safety concerns for residents, visitors, employees, and patrons utilizing these public facilities.

The proposed work includes repairing localized pavement failures prior to applying a Liquid Road pavement preservation treatment. Completing targeted repairs before pavement preservation is an industry best practice that improves the performance of the preservation treatment, extends the useful life of the asphalt, and reduces future maintenance costs.

Staff solicited and evaluated proposals from multiple qualified contractors for the pavement preservation work and reviewed pricing for targeted asphalt repairs. After evaluating scope, pricing, and overall value, Public Works recommends awarding both the pavement preservation and targeted repair work to LDC Paving Incorporated.
