Consider and take action on a resolution authorizing an expenditure of an amount not to exceed $100,475 with Baker and Taylor, Inc. under Texas Smart Buy 715-M2 for the purchase of library print and audio-visual materials through September 30, 2021 (Director of Parks & Cultural Services)
Background:
Approval of this item will authorize the Helen Hall Library purchase of print and audio-visual materials. The State of Texas developed an RFP solicitation for all public libraries that allows those libraries to purchase the aforementioned without the library having to solicit individually. This affords the library the ease of ordering through national distributors and gain the benefit of terms and discounts offered throughout Texas.
Information is attached detailing Texas Smart Buy 715-M2, as well as the current Terms and Discounts for Public Libraries, which offers detail as to the discounts received with purchases in certain categories.
As noted on the attached Texas Smart Buy 715-M2, the State of Texas has renewed this state contract through October 2021.
For price comparisons, staff extrapolated a sample set of ten (10) books with a vendor outside of the state contract. Results of up to 30% savings can be found - see attachment "Texas Smart Buy Participation Justification".
The FY 2021 budget included $197,975 for new materials of all types; some of which will be purchased through other vendors. The Library estimates total purchases of $100,475 print and audio-visual materials from Baker and Taylor through this state contract.
