Consider and take action on a resolution authorizing a Group Critical Illness Interlocal Agreement with the Texas Municipal League Joint Self-Insurance Fund for access to the Texas House Bill 4144 Critical Illness Insurance Solution, and authorizing the City Manager to execute the Interlocal Agreement, Statement of Responsibility, and a Participation Agreement to be provided at a later date (Director of Human Resources)
Background:
Approval of this item will authorize the City to participate in the Texas Municipal League Intergovernmental Risk Pool/MetLife Group Critical Illness Insurance program for eligible retired peace officers and/or firefighters, approve the Group Critical Illness Interlocal Agreement and related Statement of Responsibility, and authorize the City Manager to execute the Participation Agreement when provided.
Texas House Bill 4144 requires certain Texas political subdivisions with at least 50 firefighters and/or peace officers to provide a critical illness supplemental income benefit, or comparable health coverage, for eligible retired peace officers and/or firefighters who are diagnosed with specified serious health conditions within three years after retirement. The required benefit is generally the lesser of the retiree’s final annual salary or $100,000, and covered conditions include certain cancers, Non-Hodgkin’s lymphoma, multiple myeloma, malignant melanoma, renal cell carcinoma, heart attack, and stroke.
The attached Group Critical Illness Interlocal Agreement allows the City to acquire and access Group Critical Illness Coverage through the TML Risk Pool. Under the agreement, the Texas Municipal League Joint Self-Insurance Fund acts only as the initial holder of the coverage; the City participates only to the extent necessary to acquire and access the coverage and does not receive other coverages from or make contributions to the Fund.
