Background:
Approval of this item will authorize funding for services to remediate any documents that will be posted to the city’s websites in order to ensure compliance with new Department of Justice ADA standards that go into effect on April 24, 2026. The new standards, called WCAG 2.1, were developed by the World Wide Web Consortium to ensure digital content - including all content on state and local government websites-is accessible to people with disabilities.

Contents needing remediation include PDF documents, which are routinely posted to League City’s websites to satisfy transparency and legal requirements. These PDF documents are frequently hundreds of pages in length and contain charts, graphs, and tables which make them extremely difficult and time consuming to remediate as well as requiring a special skillset. The Communications and Community Engagement Department, as well as the numerous other departments that post PDF documents to the City’s websites, cannot remediate these large-scale documents due to time, manpower, and skillset limitations.

Request for Proposal (RPF 26-008) Electronic Document Remediation was published on December 2, 2025. The objective of this solicitation was to find qualified proposers to provide document remediation services as a price that was most advantageous and meets the needs of the City. Nine (9) bids were received on January 14, 2026. One (1) bidder was disqualified for not meeting all the requirements of the RFP submission.
