Consider and take action on a resolution approving the installation of three speed humps along Cedar Prairie Drive (Executive Director of Development Services)

Background
A citizen requested the installation of three speed humps on Cedar Prairie Drive, a local roadway approximately 1,200 feet long (shown in Exhibit A). The request included meeting minutes from the Homeowners Association (HOA) showing a vote in favor of installing speed humps and signatures from over two-thirds of the property owners on the study stretch (petition and map provided in Exhibit B).

The estimated total cost for the three requested speed humps is $5,360.00. Per City Road Hump Policy (provided in Exhibit C), the cost of the speed humps is usually shared equally between the City and the HOA and/or applicant. The cost estimate for material and installation of the speed humps was provided to the applicant, and they confirmed no objection to bearing a 50 percent share of the cost. Speed humps may be furnished as prefabricated systems and are not required to be permanent in nature.

A speed study was performed in accordance with guidelines provided in the TX Manual on Uniform Traffic Control Devices (TX-MUTCD) (Speed Study provided in Exhibit D). Based on the study, a speeding issue was not identified along the study stretch: the posted speed limit is 25 mph, and the 85th-percentile speed was found to be approximately 30 mph. The segment where speed humps were requested lies along the southern boundary of the neighborhood, with three north-south roadways drawing local traffic toward FM 518, but only one east-west roadway connecting this area to Landing Blvd. Given this localized circulation pattern, it is reasonable to assume the faster drivers in this segment are predominantly nearby residents. Three north-south roadways connecting to FM 518 in the neighborhood currently host speed humps -- namely Clear Creek Meadows Dr., Green Cedar Dr., and Cedar Branch Dr.
