Background:
Approval of this resolution will authorize a change order to the existing professional services agreement with GFT Infrastructure, Inc., formerly DE Corporation, for additional LiDAR survey services needed to support the Clear Creek and Dickinson Bayou Flood Insurance Rate Map Update Project (DR2301).
On December 20, 2022, City Council approved Resolution No. 2022-194 authorizing a professional services agreement with DE Corporation for design work related to the Clear Creek and Dickinson Bayou Flood Insurance Rate Map Update Project in an amount not to exceed $523,980. The original scope included data collection and review, model review and effective Letter of Map Revision verification, Special Flood Hazard Area mapping revisions, report preparation, and coordination with FEMA for review and approval.
This project is intended to update the impacted Flood Insurance Rate Maps within League City using updated Atlas 14 rainfall data and reestablish the limits of the Special Flood Hazard Areas within the City limits. The project was originally developed as a City Capital Improvement Project and was later submitted for CDBG-MIT grant funding, with eligible costs expected to be reimbursable through the grant program.
Since the original scope was developed, a significant amount of development and dirt work has occurred in the Dickinson Bayou Watershed.
