Consider and take action on a resolution to approve an agreement with Municipal Emergency Services for Firefighter Bunker Gear in an amount not to exceed $97,026.00 for FY 2021 (Fire Chief)

Background:
Approval of this resolution will approve an agreement with Municipal Emergency Services for Firefighter Bunker Gear in an amount not to exceed $97,026.00 through a cooperative agreement with HGAC. Bunker Gear is a fire fighter's personal protective equipment that is used to provide limited protection against adverse environmental effects during structural firefighting operations and certain other emergency operations where there is a threat of fire or where certain physical hazards are likely to be encountered. The Texas Commission on Fire Protection regulations require bunker gear to be removed from service after 10 years from the date of manufacture.

Municipal Emergency Services (MES) has been selected as the vendor to purchase Bunker Gear for the Fire Department. This agreement is based on a unit cost basis for 31 sets with a unit price of $3,054.48 per set. Each set consists of a jacket and pair of pants. To ensure the best possible price, prices were reviewed with Municipal Emergency Services and Metro Fire through HGAC, BuyBoard and without cooperative pricing. Metro Fire gave the next lowest pricing of $3250 per set, for a savings of approximately 6%. There are only two vendors authorized to sell our specifications of bunker gear in the State of Texas: MES and Metro Fire. HGAC asked for bids from all vendors and MES was the lowest bid for our specifications at $94,688.88 for 31 sets of bunker gear. However, to make sure we were getting the best deal, we asked Metro Fire for a bid since they are the only other vendor in Texas. Metro Fire's bid came back at $100,750.00 for 31 sets. We normally try to buy 34 sets of bunker gear but had to reduce the number to stay in budget due to price increases.
