Title

Consider and take action on a resolution authorizing an interlocal agreement between the City of League City and City of Houston related to the FIFA World Cup Grant Program (Fire Chief and Chief of Police)

Background:

Approval of this item authorizes an interlocal agreement between the City of League City and the City of Houston, effective June 14, 2025, related to the FIFA World Cup Grant Program.

FIFA has selected several cities across North America, including Houston, to host matches and related activities for the 2026 FIFA World Cup. The event is expected to increase public safety and emergency management demands, requiring coordination among local, regional, state, and federal public safety agencies. The Houston Police Department has requested assistance from the Bay Area Regional Bomb Squad, including League City Bomb Technicians, to support public safety operations associated with the 2026 FIFA World Cup. Requested support includes the location, identification, assessment, and mitigation of hazardous devices or credible threats at multiple venues hosting World Cup games and related events. No further Law Enforcement assistance has been requested at this time. In addition to law enforcement assistance, the Houston Fire Department has requested one individual from the League City Fire Marshal’s office to assist with Hazardous Materials (HazMat) operations for command and control.

Grant funding has been awarded to support eligible event-related public safety costs, including overtime for law enforcement, fire department personnel, and other authorized staff.
