Consider and take action on a resolution amending the Program Year 2025 Annual Action Plan related to the Community Development Block Grant Program (Executive Director of Capital Projects)
Background:
Council approval of the PY 2025 Annual Action Plan will authorize the City to submit the amended plan to the Department of Housing and Urban Development (HUD).
Council initially approved the Action Plan on July 22, 2025. HUD approved the Action Plan on October 1, 2025. This amendment relates to the removal of Waco Ave. pavement reconstruction and replacement with another project. Waco Ave. pavement was milled and overlayed including spot base repairs in 2019 as part of the City’s Package 3 Asphalt Pavement Rehabilitation Program. Upon further field condition assessment earlier in 2026, pavement was found to be in good condition after nearly 7 years since the mill and overlay project therefore, not warranting a complete reconstruction. If spot repairs become necessary in coming years, City has on-going asphalt repair contract to implement such repairs, thus extending the pavement life beyond the next 5 to 10 years. Therefore, staff recommended that Waco Ave. pavement project in the CDBG Action Plan Program be replaced with a proposed 8-foot trail along SH 3.
A public hearing was conducted on March 3, 2026, at the Civic Center for this amendment to the Action Plan. Additionally, a 30-day public comment period was provided. Based on current conditions, placement of an 8-foot trail from the Shady Oaks Mobile Home Community to E. Walker St. and another segment from north of W. Wilkins to W. Galveston St. will align better with City’s goal to provide better and safer pedestrian mobility corridors. Under CDBG’s LMI benefit program, this trail project will provide safer route and better access for pedestrians.
