Council approved first reading 7-0-0 on April 22, 2025.

Background:
Approval of this item will update various sections in Chapter 118 (Article II - Tow Trucks and Towing Companies).

The purpose of the requested changes is to align our ordinance with the current operational concerns of wrecker companies servicing the City of League City, clarify qualifications for tow truck driver eligibility, and more accurately reflect the current costs associated with wrecker service operations and inflation.

Summary of Changes:

· Updated the definitions to specify what a heavy-duty wrecker is and what a recovery tow entails.
o In instances where the gross vehicle weight rating exceeds 10,000 pounds or the circumstances of the tow/recovery require the enhanced capabilities of a heavy-duty wrecker (e.g., water recoveries, vehicle lifting, etc.), the associated “heavy duty wrecker fees” would apply.
· Offer clarifying language regarding the authority to allow permits to engage in non-consent/non-preference tows.
· Included exceptions to storage facility specifications.
· Updated rate schedule.
· Specified language for qualifications of tow truck drivers.
· Added requirements for a tow fee study.
