Consider and take action on a resolution scheduling a public hearing on June 24, 2025, to consider an amendment to Capital Recovery Fees for water and wastewater; directing the City Secretary to publish notice of said public hearing; and directing the Capital Improvements Advisory Committee to review a proposed amendment to the Capital Recovery Fee Assessments for irrigation systems serving Community Green Spaces (Mayor Long, Councilmember Tressler, and Councilmember Saunders)
Background:
Approval of this resolution will authorize the City Secretary to publish notice of a public hearing to consider an amendment to the Capital Recovery Fees for water and wastewater facilities. It will also direct the Capital Improvements Advisory Committee (CIAC) to review the proposed amendment and provide a written recommendation on the Capital Recovery Fee Report. The Planning and Zoning Commission currently serves as the CIAC for League City, in accordance with Chapter 395 of the Texas Local Government Code
Summary of the Amendment:
The proposed amendment creates a new fee classification for “Community Green Space” irrigation systems, which include uses such as public parks, roadway medians, and other landscaped open spaces. These uses place significantly lower demands on the water infrastructure compared to typical residential or commercial developments. The amendment would allow the City Council to reduce the Capital Recovery Fee for this category, as appropriate, to support community beautification, recreation, and green infrastructure goals without compromising the integrity of the City’s existing Capital Improvements Plan.
