Consider and take action on a resolution authorizing a professional services agreement with Halff Associates, Inc. (Halff) for feasibility study services related to the Lynn Gripon Park Shoreline Protection Project (PK2606) in the amount not to exceed $159,600 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize a professional services agreement with Halff Associates, Inc. to perform a Feasibility Study for the Lynn Gripon Park Shoreline Protection Project in an amount not to exceed $159,600.
The Clear Creek south shoreline at Lynn Gripon Park at Countryside has continued to erode which has adversely affected the use of existing canoe/kayak launch facility. This erosion, if not addressed, may render the facility unsafe for the public use. This Feasibility Study will look into the hydraulics of Clear Creek which is impacting the shoreline banks as well as other factors such as soils characteristics and structural deficiencies of outer banks. Study will also look into the associated environmental impacts caused by this erosion. Options will be evaluated with associated costs to determine the best path forward for a future CIP design and construction project to protect the shoreline of the park, as well as the canoe/kayak launch site.
Halff’s scope of work is to establish feasibility of such project and identify the requirements for slope stabilization and protection along the southern banks of the Clear Creek from the Bay Area Blvd. bridge to some point downstream of the existing canoe/kayak launch site. Halff’s Feasibility Study will provide services as summarized below:
1. Land Surveying $ 23,000

3. Hydrology and Hydraulics $ 26,000
4. Civil Engineering $ 40,000
5. Structural Engineering $ 10,000
6. Geotechnical Engineering $ 23,100
7. Miscellaneous Reimbursables $ 1,500
8. As-Needed Additional Engineering $ 10,000
