Background:
In Texas, cities can annex land in different ways. One method is through a "consent annexation," which occurs when all property owners in a proposed area request annexation. This process is governed by Subchapter C-3 of the Texas Local Government Code (Sections 43.0671 - 43.0673).
In this case, all property owners—Martron, LLC, J.A.C. Interests, Ltd., and Ellen Lloyd Cummins—have formally submitted a written petition requesting that their respective tracts, totaling approximately 80.45 acres, be annexed into League City.
This area lies entirely within League City’s Extraterritorial Jurisdiction (ETJ) and is eligible for annexation under state law. The City has verified that the petition meets statutory requirements, including 100% landowner consent.
As part of the process, the City is required to conduct a public hearing to receive input from residents, stakeholders, and other interested parties prior to consideration of an annexation ordinance.
Annexation, if ultimately approved, would allow the City to extend municipal zoning, services, and regulatory authority to the subject property.
