Consider and take action on a resolution of the City Council of the City of League City, Texas: 1) accepting Councilmember Justin Hicks’s resignation and/or 2) censuring Councilmember Justin Hicks for violations of the City of League City's Rules of Procedure and for conduct unbecoming of a City Councilmember (Mayor Long)
Background:
UPDATE: On March 1, 2025, Councilmember Justin Hicks submitted his resignation to the City effective immediately.
Approving this item means the City Council will formally reprimand Councilmember Justin Hicks for violating League City's Rules of Procedure and acting in a way that is inappropriate for a city official.
The League City Council is committed to maintaining high ethical standards and integrity in local government. To ensure fairness and accountability, the Council has established Rules of Procedure that all members must follow.
Councilmember Hicks has violated these rules and engaged in conduct that does not align with the expectations of a City Councilmember.
Specifically, on February 22, 2025, he asked the Chief of Police not to investigate a reported domestic disturbance at his residence. This directly violates city rules that prohibit elected officials from interfering in police matters.
Then, on February 24, 2025, he attempted to bypass the established Public Information Request Procedure by using his position to seek special treatment for personal gain.
By engaging in these actions, Councilmember Hicks misused his authority, undermined public trust, and failed to uphold the professionalism expected of an elected official.
Under Texas law, the City Council has the authority to censure members who violate city rules or act in ways that harm the integrity of the council and the trust of the community.
Councilmember Hicks was officially notified of these allegations in writing on February 27, 2025, and was given an opportunity to respond, in accordance with due process and fairness.
