Background:
Approval of this resolution will authorize the award of the construction contract to McDonald Municipal & Industrial for the Meadowbend, Walker, & 3rd St Water Plants Improvements (WT1802F) in an amount of $782,469 and authorizing an additional $78,246 for a Work Change Directive budget for a total construction budget of $860,715.
The scope of this project is to upgrade the electrical and instrumentation equipment and controls at the Meadowbend Booster Pump Station, Walker St. Well & Booster Pump Station, and 3rd St. Well & Booster Pump Station Water Plants to bring them to current standards and increase their reliability. In addition, the Meadowbend BPS Water Plant includes modifications to the booster pump skid and the disinfection systems. The bid alternate items were included to replace the outdoor conduit and wiring at each water plant if budget allows.
Six (6) sealed bids for the project were received on July 23, 2026 (Bid No. 26-014). Two (2) bids were disqualified due to incomplete bid documents. Based on the City’s A+B bidding method, bids and contract times received, McDonald Municipal & Industrial submitted the lowest responsible and responsive cost value bid in amount of $699,469 for base bid and total of $83,000 for Alternates 1, 2, and 3 (outdoor conduit and wiring replacement at all three plants) for a total of bid $782,469 and 226 calendar days to Final Completion. Attached is the City’s engineering consultant’s recommendation of award with the bid tabulation.
