Title
Consider and take action on a resolution authorizing a professional services agreement with Laurel’s House beginning October 1, 2026, and expiring on September 30, 2029, for spay and neuter services in an amount not to exceed $216,000 (Chief of Police)
Council postponed, 8-0-0, on October 13, 2026.
Background:
Approval of this item will authorize a three-year professional services agreement with Laurel’s House for spay-and-neuter services in an amount not to exceed $216,000.
Texas law requires animals adopted from municipal shelters to be sterilized and identified through microchipping or tattooing. Rabies vaccinations are also required and may be administered only by a licensed veterinarian.
Professional services are exempt from formal competitive procurement requirements under Section 252.022(a)(4) of the Texas Local Government Code. No additional funding is required for this agreement.
Laurel’s House is a nonprofit organization that provides mobile, low-cost spay-and-neuter services. Its team can perform 15 to 32 surgeries during each visit and specializes in pediatric procedures. This allows League City Animal Care (LCAC) to make kittens and puppies available for adoption sooner and reduce their length of stay at the shelter.
Pricing includes core vaccinations, microchips, and pain medication for each animal. No additional fees are charged for conditions identified during surgery, such as cryptorchidism or estrus.
Pricing per surgical day:
1. 15-25 procedures: $3,000
2. 26-32 procedures: $3,800
The contract amount is based on the anticipated number of surgical days required and the average surgeries to be completed during each visit. LCAC expects Laurel’s House to provide services at the shelter approximately 20 to 24 times per fiscal year, or about twice per month. The actual number of visits will depend on the shelter’s needs and the contract funds available throughout the fiscal year.
