Consider and take action on Ordinance No. 2025-56, an ordinance approving a Special Use Permit Application, SUP-25-0006, (I-45 U-Haul Self-Storage), a request to allow the expansion of an existing self-storage facility on property zoned “CG” (General Commercial), generally located along the west side of the South Gulf Freeway (I-45), with the address of 351 South Gulf Freeway - Second Reading (Director of Planning)
The Planning and Zoning Commission recommended approval, 5-0-0, on December 1, 2025.
City Council approved the first reading, 8-0-0, on December 16, 2025.
Background:
Approval of this item will grant a Special Use Permit to allow the expansion of an existing self-storage facility.
Project Timeline
August 10, 1999 - The property was initially zoned as “CG” General Commercial.
September 12, 2024 - The applicant held a neighborhood meeting in League City. No one attended.
January 22, 2025 - The applicant submitted a Special Use Permit application to the Planning Department.
November 13, 2025 - Public hearing notices were mailed to the surrounding property owners.
November 14, 2025 - A public hearing sign was posted on the property, and notice was published in the newspaper.
December 1, 2025 - Planning & Zoning Commission held a public hearing and recommended approval of the request.
December 16, 2025 - City Council held a public hearing and approved the request on first reading.
January 13, 2026 - If approved on first reading, City Council will consider the second reading of the request.
Project Summary:
A Special Use Permit (SUP) is required for self-storage uses in the “CG” district. The applicant is requesting an SUP for a 1.04-acre site to pave 24,860 square feet for outdoor storage and staging of U Haul trucks, expanding the existing facility to the north. The facility already rents trucks, so this request does not expand the use; it simply provides a dedicated rear parking area, so trucks are no longer dispersed around the site.
