Background:
Approval of this item will authorize a two-year professional services agreement with Laurel’s House for spay-and-neuter services in an amount not to exceed $216,000.
Texas law requires animals adopted from municipal shelters to be sterilized and identified through microchipping or tattooing. Rabies vaccinations are also required and may be administered only by a licensed veterinarian. Professional services are exempt from formal competitive procurement requirements under Section 252.022(a)(4) of the Texas Local Government Code. No additional funding is required for this agreement.
Laurel’s House is a nonprofit organization that provides mobile, low-cost spay-and-neuter services. The organization can perform 15 to 32 surgeries per day and specializes in pediatric procedures, allowing League City Animal Care (LCAC) to make kittens and puppies available for adoption sooner and reduce their length of stay at the shelter. Pricing includes core vaccinations, microchips, and pain medication for each animal, with no additional fees for conditions identified during surgery, such as cryptorchidism or estrus.
Laurel’s House Mobile Spay-and-Neuter Pricing:
• Surgical day with 15-25 procedures: $3,000
• Surgical day with 26-32 procedures: $3,800

CONTRACT ORIGINATION:
FUNDING
{x} Funding in the amount of $108,000 is available in FY2027 from Animal Care Professional Services account #2750000-53050. The remaining $108,000 will be allocated in FY2028, upon Council’s approval of the FY2028 budget.
