Consider and take action on a resolution authorizing a construction contract with Brights Build, Inc. for work related to the Hurricane Harvey Drainage Repair Project (DR2008C) in an amount not to exceed $147,138, and authorizing $14,713 for a work change directive budget for a total construction of $161,851 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of a construction contract with Brights Build, Inc. for Hurricane Harvey Drainage Repair - Interurban, Project (DR2008C).

Project improvements include reconstruction of the slopes of Interurban Ditch between McKibben Lane and FM 518. The existing slopes experienced slope failure in the aftermath of Hurricane Harvey (i.e., after August 2017). The length of the proposed slope repair is approximately 929 feet long. The proposed ditch depth varies from 11.2 to 14.9 feet. In the washed-out sections of ditch bottom, 3 to 5-inch of compacted granular stone fill will be placed below the proposed flowline to level the bottom (but not along the entirety of the ditch). Also, some areas along the ditch slopes will be cut to construct the proposed slopes while compacted fill material will be placed in other areas to reconstruct the slopes.

The project first advertised for bid August 30, 2023, and four (4) sealed bids were received on October 4, 2023 (Bid No.23-CIP-042). Brights Build, Inc. is the apparent low bidder based on City’s A+B method of bidding in which A is the cost and B is the number of days to completion. Bright Build, Inc. submitted a responsible and responsive bid in the amount of $147,138, and 30 calendar days from notice to proceed to substantial completion. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.
