Consider and take action on a resolution authorizing a professional services agreement with Laurel’s House beginning August 1, 2024 and expiring on September 30, 2026 for spay and neuter services in an amount not to exceed $165,000 (Chief of Police)
Background:
Approval of this item will authorize a two-year professional services agreement with Laurel’s House for spay and neuter services in an amount not to exceed $165,000. Animal shelters in Texas are required by law to sterilize all animals adopted from a municipal shelter and to identify the animal as sterile by microchipping or tattoo. Rabies vaccines are also required by law and can only be administered by a licensed veterinarian. A formal, competitive process is not required for professional services per Texas Local Government Code 252.022(4), which lists the general exemptions of a formal/competitive bid process. No additional funds are needed for this contract.
Laurel’s House is a non-profit organization that provides mobile, low-cost spay and neuter services. While private clinics currently perform an average of just 10 spay/neuter/rabies vaccination procedures per month, Laurel’s House can provide an average of 112 surgeries per month for LCAC shelter animals. Additionally, Laurel’s House specializes in pediatric spay and neuter services. Partnering with Laurel’s House will allow LCAC to accelerate adoptions and decrease length of stay for kittens and puppies within the League City Animal Shelter.

CONTRACT ORIGINATION:
FUNDING
{x} Funding in the amount of $15,000 is available from Animal Control Professional Services Account #2750000-53050 in FY2024. The remaining $150,000 will be budgeted in FY2025 ($75,000) and FY2026 ($75,000) upon Council’s approval of the FY2025 and FY2026 budgets.
