Consider and take action on an ordinance amending Chapter 2, Article VIII of the Code of Ordinances of the City of League City entitled "Appointment and/or Removal of Members to Boards, Commissions and Committees" (Council Member Bentley and Council Member Kinsey)

Background:
If approved, this ordinance will amend Sections 2-383, 2-384, 2-389 and 2-395 of the City code to institute additional qualifications and requirements for applicants and appointees to the Planning and Zoning Commission, Zoning Board of Adjustment, Section 4B Industrial Development Corporation, Finance Committee and Ethics Review Board. The ordinance would also expand the methods mandated for use by the City in recruiting applicants for board, commission or committee service, restrict appointees to the above-named boards from serving on more than one of such boards, and set fourth requirements for the recording of their proceedings.

Specifically, the ordinance would amend the code at Section 2-383 to disqualify any person from appointment or reappointment to the Planning and Zoning Commission, Zoning Board of Adjustment, Section 4B Industrial Development Corporation or Finance Committee if such person has been convicted of a felony or crime involving moral turpitude. Further, conviction of a felony, a crime of moral turpitude or offense categorized as a Class B misdemeanor or higher would render a person ineligible for appointment or reappointment to service on the Ethics Review Board.

In addition, the ordinance would amend Section 2-384 of the City code to specify that electronic media (for instance, Twitter, Facebook and the City’s website) will be used to advertise opportunities for board service.
